Usually, when the device does not spin at optimal speed, there could be debris and build-up inside the tool. Take apart the head for the grinder and clean out any necessary blockage. This will not only help the efficiency of the angle grinder, but also the life of your tool.

Did you test the outlet with another tool with a similar motor requirement? Can you measure the actual voltage with a circuit tester? What amp fuse or breaker does that outlet have?
Are you running an extension from the outlet to the grinder work area, if so, what voltage does it read at the point of contact with the grinder? What length is the extension ( it could be attenuation if over 100ft)?
Does the grinder head spin at the correct/expected speed if you remove the wheel? If so there could be a balance problem or the wheel took is not sitting properly on the grinder head.
Just throwing first principal fault finding ideas.

If the tool is deactivated by the GFCI, unplug the tool and check and clean the tool before resetting the GFCI. ALWAYS WEAR SAFETY GLASSES when cleaning or using this tool.

CAUTION: Never use solvents or other harsh chemicals for cleaning the non-metallic parts of the tool. Use a clean, dry cloth only.

Lubrication
1. Allow tool to reach full speed before touching tool to work surface.

2. Apply minimum pressure to work surface, allowing tool to operate at high speed. Cutting rate is greatest when the tool operates at high speed.
To assure product SAFETY and RELIABILITY, repairs, mainte- nance and adjustments should be performed by a DEWALT factory service center, a DEWALT authorized service center or other qualified service personnel. Always use identical replacement parts.
3. Once a cut is begun and a notch is established in the work- piece, do not change the angle of the cut. Changing the angle will cause the wheel to bend and may cause wheel breakage.

4. Remove the tool from work surface before turning tool off. Allow the tool to stop rotating before setting it down.

Two possibilities:

1. A faulty bearing/bush or accumulated gunck in the drive train or an obviously non-easy spinning (by hand) component or even very old and solid grease etc or any other mechanical obstruction causing severe friction. If this is the case, it would most likely happen over time and not suddenly (you don't indicate). The machine will also run much hotter than usual trying to overcome the friction but if overheating is beyond the set maximum the machine will usually kick out and only start again after cooling down.
2. Many causes for ex worn/cracked brushes or shorted/open field/armature windings. [Quite difficult to detect with an ohmmeter because of the low resistance of these coils - and you need a similar working machine to compare readings.] A visual inspection will often reveal discolouration in these windings if the problem lies there.
