Digitizer only confirm. Hong Kong repair

The digitiser in my Galaxy S4 I9505 isn't responding to touch.

1) how do I confirm that its not a grounding issue?

2) there is an unused connector on the digitizer. Why? Pic http://imgur.com/E1DQwC5

3) I took the phone to more than 5 repair shops in Hong Kong expecting at least some help.

The only thing they would do is replace the whole LCD assembly. None had a lcdseparator machine I presume. They wouldnt even let me try a new LCD for a fee to confirm that the digitizer really is broken.

Is there somewhere online I can send the screen to separate the digitizer?

and why not try putting another digitizer over the top? need a longer ribbon cable?

In an s4, the digitizer is part of the LCD. In the samsung super-amoled display both the display and touch combined into one part. The glass on the screen is only glass, not a digitizer. So when there is touch issue, the whole LCD assembly must be replaced. I have never seen an s4 LCD stop responding to touch due to a grounding issue. The LCD must be replaced. And I'm not sure what you mean by un-used connector, if you look closely, there is a cable in that connector.
