Unfortunately, you cannot access the data via the external thunderbolt port.
The touch bar machines have a separate port on the logic board that allows data migration and transfers to another thunderbolt 3 machine, but you need a special tool developed by Apple to complete this transfer.
Its call the ‘Customer Migration Tool’ (CDM). But they cannot be ordered on their own as a part frustratingly.
An ASP will be able to do it for you, but they charge for data migrations onto a new machine.

Good find @danj! These kits are like hotcakes...
Its a shame they go for so much because of how rare they are. i was lucky enough to get my hands on them when the range first came out in 2016 at the original price.
If the system is still able to boot you can still use Use target disk mode to move files to another computer on the 2016 & 2017 models. Its when they are fully dead you need the tool. The newer 2018 has no direct drive port and if the security setting was not altered Target Disk Mode option is not possible About Secure Boot
Yes, we have a listing, but we've only ever had one in before, as we cant source them. But whenever we come across one at a decent price we'll get it in
