The magnet is in the driver and conducts magnetism when a bit is inserted. Over time the bits may also become slightly magnetized.

Yes, they are slightly magnetized.

NO, they are NOT magnetic. I unfortunately found this out today when I was undergoing hardware upgrades on a customer's laptop.

First thing I checked when I received my Pro Tech Go Toolkit was if the tips were magnetized. It turns out that when you insert them on the handle they become magnetized.
