Why is my processor reduce from 2.3 GHz to 400 MHz?

Any other solutions to jack up the processor back to normal ?

Your system is in Safe Mode to protect it from damaging things. As an example this CPU was damaged by thermal shock:
Did you have a liquid spill or sit your system down on a wet surface?
Did you try running the onboard diagnostics to see if something popped up as an error? Restart your system and press the D key did you get an error?
If you didn’t get an error, install this app: TG Pro it will allow you to see the thermal sensors, post a snapshot of the main window here so we can see them all and the fans as well Bilder zu einer vorhandenen Frage hinzufügen

Yes, my MacBook spilled by water.
Already try to press the D key & found no error.

@lazuardeh - Did you install TG Pro yet? Lets get a snapshot of all of the sensors and fans.
I already posted it.
@lazuardeh - Well, your temps are where I would expect them. The fan does appear to be low given the temps.
Lets run the onboard diagnostics to see if an error pops. Restart your system and when you start it process the D key to enter into diagnostics. Let us know what you get for an error message.
