It turn on. It will rev high

I have adjusted the carburetor and governor. It seems to still rev high.

Is there a reason for adjusting carb settings? Most small engines are factory adjusted requiring little to no adjustment when used within design configurations. Periodic maintenance requires air filter cleaning or replacement, plug and oil changes. When storing away for several months, draining fuel from the tank and carb can prevent ethanol corrosion or adding fuel stabilizer then running the engine for a few minutes to allow stabilizer to coat metals against corrosion effects of ethanol in gasoline.

Some carburetors have tamper caps over adjustment screws to prevent meddling and creating pollution from incorrect adjustments. If this engine isn't serviced at the end of a season and just stored away, the carburetor may have built up deposits and corrosion requiring a removal and tear down to clean all passages.

It might be the internal governor. There should be a stopper that pushes on the governor lever itself. Its very common for it to fall out into the crankcase and cause the lever to not move, causing it to not idle whatsoever and immediately rev to the moon. You will have to remove the crankcase to do this. First check and clean the carburetor and make sure the governor springs to the carb are in good condition and not bent. For this engine, adjust the governor by rotating the shaft clockwise with the governor arm at full throttle, then tighten. If all else fails, I would try this, but make sure those are good before you do.

I had the same engine do this exact thing, and sure enough it was the stopper that fell out.
