Do you have the CD drive?

I dont have the CD drive.
Also i will do all of this tommorow as i need to sleep.
Without the CD drive or the installation disk, your best bet would be to look on eBay for a drive that already formatted and a system installed.
I think i'm gonna look online for a drive and manually install MacOS 7.1 on it. I found at download at winworldpc.com, is it trustable?
I have heard mixed reviews of that website. If you cannot get the original disks, then I would try archive.org @coolguy123
Given no other information, I would go with "failed hard drive".

If the issue was a failed hard drive, how could I solve it?
Replace the hard drive. @coolguy123
I agree on a failed hard drive. Can you boot up from the original installation CD?
@mayer I do not have the original CD.
@areeve and if it was a failed hard drive, how could i replace it?
