Why do I not have a voltage on pins 18 and 19 of hdmi

Hi,

I have been reading that there should be a voltage on pins 18 and 19 of the hdmi port on the one s. Does anyone know why I don’t get these voltages? Is it due to the retimer or hdmi boost IC?
