I believe the safest/easiest way would be to take it apart and take the drive out.

Going the software route is time-consuming.

Do you need to recover the data on the machine? If so, then you could try booting from a Linux Live USB. https://ubuntu.com/tutorials/install-ubu.... After you have followed the directions to create your USB, plug it into the laptop (which is completely powered down), press the power button, and as soon as you see the Dell logo, push F12. If you see the spinning circle, you are too late and will have to wait for it to turn on so you can turn it back off and try again. Once you get it, a menu should appear on your screen. I don't know exactly what this will look like, because every computer is different, but there should be one option that is highlighted. Use your arrow keys to navigate to the second option and select it with the enter key. Another menu should appear in a second or two, push "Try or Install Ubuntu" It should already selected, so just push enter. It should start to boot. Be patient, as booting from a USB flash drive can take a while. Eventually, a window will appear on the screen with two options. Push "Try Ubuntu". It will think for a little while longer, and then open up to a desktop. Click the files program and wait for it to load. Then, find the computer's hard drive and move all the files that need to be kept over to an external drive. When you have backed up everything of importance (or preferably, everything), click the menu at the to right. Click "Power Off/ Log Out" and from there click "Power Off..." A message will pop up on your screen asking you if you really want to power down. Click "Power Off" In a minute, you will be presented with a screen that looks a like the one that showed when you started up the computer. Just wait a minute and a message will appear telling you to remove the flash drive with the OS on it and to push enter. Do what it says, and your computer will power down. From there, just reinstall Windows. (Erstellen eines USB Boot Sticks für Windows 10). Or, if you don't need to recover the data, just reinstall Windows, following the attached guide.

Good luck!
