If no left Joy-Con controllers will charge, then it seems likely that your issue is with the connector of the left rail on the Switch tablet itself. Disassembly and cleaning of the contacts with high-concentration isopropyl alcohol or electrical contact cleaner may restore function if there's no damage. Alternatively, a replacement of the associated ribbon cable or the entire rail are options you may consider. I've attached an iFixit guide here that goes over replacing the entire assembly for reference.

I hope you manage to diagnose and resolve the issue without difficulty.

EDIT: Here's a link to another answer I've given that's relevant to my advice in the comment section. For cleaning (as well as investigation of damage for one end of the cable) this should be helpful, as it includes visual reference. The solution presented there was for intermittent function in handheld mode, but that's a symptom of the same problem area. In your case, function without charging implies the charging line/trace in particular has some issue going on somewhere. I hope you can isolate the problem easily with some good troubleshooting.

So I have already replaced the rail/ribbon cable assembly

@akrandles For the Switch tablet itself? I apologize, it seems that I interpreted your rail replacement to be on the Joy-Con as opposed to the tablet. If the problem persists, it may be that the ribbon cable is faulty- it happens even with replacements sometimes. You can try to clean the contacts of the rail through disassembly. I'll attach a link to a prior answer that I've given that's relevant if you'd like to try it. Otherwise, I would suggest trying to exchange the cable or assembly if you still have a warranty.

Check my answer that we're commenting on for the edit section, but cleaning will not work in a situation where the cable is damaged. It could end up being an issue with the cable not being properly seated into the connector, damage on/of the connector, along the length of the ribbon cable, either end of it, or on the Switch's board itself. Take it one step at a time and consider doing some investigation to see if there's some kind of clue to the issue being something other than the cable if exchanging is an issue.
