My Apple ID has been locked at 2:10

Hello, I’m using my iPhone XS for example here. I tried to log in your Apple ID. My phone says Apple ID has been locked for security reasons since 2:10, whenever I got this message saying confirm Anthony’s phone number which was my iPhone 10, typed it in and got this message now saying the code has been sent to your iPhone 10 either. Typed the code now, when I got this screen saying you need a password to access his phone. Why do you need a password to access his phone?
