@arvindkelji there are many options but the most likely culprit is a failed thermal fuse. Time to disassemble the laminator and to have a look at the components. where is the thermal fuse located on unit?
@arvindkelji you are not telling us if everything else ( powers on, Power LED lights up etc.) is working.
