@justin85488 did you replace the power supply or did you just check the voltages? I assume you are not getting a Blue light. When you replaced the thermal paste, did you check the board for any damaged components or any colder solder joints? You identify those by the color of the solde; it will be a dull grey vs a shiny silver. Also, have you tried to start it in safe mode, just to make sure it is not a Firmware issue?
I would suggest that you check this video and if that does not work, you do need to consider issues with the Southbridge IC. For that you want to check https://www.youtube.com/watch?v=6sML9bzY... This particular PS4 did not turn on but it will show you what to check. Both authors are well known to us and are legendary fixers for these things.
Once you stat working on it and you find stuff that "looks odd" snap some pictures and post those with your Question. That way we can see what you see and hopefully help you out a bit further.
