@andreasriedle always keep in mind that the power board gets turned on by the main board. Checking the voltage is often not enough to rule the power supply out as having problems but issues like your TV has can also be caused by the main board. The power supply provided the standby voltage to the main board, the main board tells the power supply to switch the different circuits on. Any circuit board as well as bad backlights have the possibility to prevent the power supply from turning on. That means you have power on your power supply but some other boards will make it go into this type of mode.
Always check the connector on the power board to the mainboard cable. There you should have something like PS On or very similar. That is the voltage you need to check.
It appear as if you have the back on your TV already open. Take some good pictures of the boards and post those with your Question. that way we can see what you see. Hopefully we can guide you further to repair your TV.
