This error is normally indicative of a issue with the shutter wheel, or shutter gear. It could be broken, jammed, or the motor drive could be bad. The gear can normally be access via the bottom of the camera; it can then be lubricated and rotated a few times to prevent jamming. If it's broken, you'll have to replace the gear. The flash should automatically pop up when the shutter button is pressed halfway when necessary. If it doesn't, a quick check would be that the selector wheel is not in the "no flash" mode. If that's correct, then the shutter arm is likely the issue. There is a small cantilever type spring that actuates the arm that sometimes gets dislodged or could be broken.
