slide seat all the way to rear, take out front bolts that hold it to floor. the slide seat all the way forward and take out rear bolts remove seat. reverse order to install.
If the screw is damaged, replace it. If the threads that the screw turns into are damaged, I would put a small amount of silicone sealant or other type adhesive glue of your choice on the screw, then thread push into place. When dry it should hold sufficiently and wont be very hard to turn out if the need should arise.
I would start by contacting Hover-1 customer service. If no help from them try searching other brands of scooters handle bar latch. Other brands may use the same type of latch.
Try tracing the oil pressure sending unit wires back to the light in dash, there could be damage along the way. Meanwhile, I would have a manual gauge hooked up permanently.
It's most likely gummed up carburetors, or the fuel valve is turned to off. May also be too low on fuel. I would dump a can of Seafoam fuel additive into the fuel tank and see if it starts to clear it up.
