Another option is the ignition coil is faulty. I had a similar problem with my Honda Helix several years ago, ran for a few miles then stalled. Discovered the ignition coil was overheating. I allowed it to cool down after 10-15 minutes, then it started again only to stall again in a few miles. The dealer eventually discovered the problem
I have 3 Palm handhelds (2 tungstens e3 and a Vx). Palm handhelds had a known history of unresponsive screen freezes which locked out the whole device. Before trying to replace any parts, try opening up the back of the device and disconnect the battery cable and reattach. More often than not this will resolve a lot of issues. Also consider replacing the battery when you have the opportunity.
Looking at at exploded view of the carburator on suzukiparts.com it appears that the "SEAT, THROTTLE VALVE SPRING" (the M shaped clip) should lift the throttle needle/ needle clip with the stop at the end of the throttle cable lifting the whole needle assembly. The setup looks similar to other slide carburators I've seen on the larger honda keihin scooter carbs
I had a similar problem with my internal CD/DVD drive. I haven't replaced it yet, but I purchased an external CD/DVD R/RW firewire drive for which I was able to boot the eMac. I solved a majority of my problems.
I've utilized iCab on my Pismo (OS 9.2.2) without any problems. Update (08/18/2020): Think about installing TenFourFox, a port of Mozilla Firefox for PowerPC based Macs running OS 10.4 and OS 10.5. Works well with Tiger
