"You hold the power button but nothing appears to be happening."
If you hold the power button to turn on the device and nothing happens, it could mean that the power button is malfunctioning and needs to be replaced.
"When you plug in the device, it does not charge."
The charger port may be loose or bent, which could prevent the charger from going in/staying in place. As a result, the device may not charge. The charger port needs to be replaced.

It is possible that it appears nothing is happening because the display is not working. If the device seems like it isn't turning on (for example, if you still hear sounds coming from the device), it is possible the display is malfunctioning and must be replaced.
The charger could be the problem if the device is functioning as normal, but just won't charge when the adapter is connected. You just need to replace the charger.
