My Kindle Oasis fell into the water. Can you repair it?

In the case of your Kindle, I recommend that you totally disassemble it using these guides Amazon Kindle Oasis 8th Gen Motherboard Replacement Then clean every part with some 90%+ isopropyl alcohol. That includes the cables, connectors etc. Use something like this guide iPhone Wasserschaden reparieren to see how to clean a device. The guide was written for an iPhone but the same pretty much applies to any device. After you clean it and have it dried, replace the battery and then reassemble. Only then can you evaluate your Kindle for any other damage.
