Are you charging it with a USB to 30pin cable, or a Firewire to 30pin cable?
This generation of iPod requires 12v to charge, 5v will only allow it to sync. Depending on whether you have a computer with a Firewire 400 output, you will need (A) a Firewire wall charger, (B) a "Y" cable (plug the Firewire end into a computer or wall charger), or (C) a 12v USB-C PD/QC/etc charger and a USB-C to 30pin adapter.
