It's probably battery related. However, before replacing the battery, try a known-good original iPad charger and Lightning cable to eliminate that as a potential source of problems.

If you have confirmed that the charger and cable are good, the try to replace the battery, following this [guide|11605|guide], to see if that solves the problem. Otherwise, it could be a logic  board/charge circuit issue.
