Try booting into “Safe Mode” and then perform a full factory reset of the phone.

# Hold down the power key until the power menu appears.
# Instead of just tapping RESTART, hold it down until it restarts. This should boot your phone into “Safe Mode”.
# In “Safe Mode”, do a full factory reset.
# Reboot.
