So if it's not in the device manager, there are a few ways of trying to fix this
If you go to the [link|https://support.hp.com/ie-en/drivers|HP Driver Webpage|new_window=true] and check the laptop drivers, see if there is either a BIOS or Webcam Driver you can install. I don't know the exact model of laptop, but if you give it to me, I can find the drivers.
You can also go to ***Action*** > ***Scan For Hardware Changes*** and see if the webcam is detected
Worst case you may have to do a Reset the PC by [link|https://ms-settings:recovery?activationSource=SMC-Article-12415|Clicking here|new_window=true]
If you choose to do this, you can keep your files, but loose installed applications
