Two choices:

a). Start the PC and then quickly press the Esc key and then the F9 key to select the boot device e.g. USB, HDD etc

b). Here's a [https://support.hp.com/in-en/document/ish_3900499-3190557-16|link] that describes how to get into the BIOS menus on startup so that you can change the boot order in the ''System Configuration → Boot options'' menu
