Try going to the Settings App and select general and then to accessibility. Check for the interaction section and assistive touch. Now tap the button next to assistivetouch and slide to the position (it should turn green)

I guess you might have tried the power switch. If still the lights are not coming back, then the standby power supply isn't working, or the TV's microprocessor is dead and not lighting the lights. Would you mind checking the 5 volt power supply. I don't remember any storm recently or any such power outage. Have a simple voltage test done. Get a voltmeter from nearby hardware shop. Better if you would hire some professional electrician.
