This happened to me when my phone battery ran down to zero. I got that message when it was plugged into a USB-c outlet. When I changed cable to a USB 3.0 outlet it charged fine. On changing back to USB-c I got the message again. It only went off when the charge had passed 2%. This is a Samsung glitch that needs solving but at least there are work arounds.
