Hi Mike and thank you for the suggestion. I've actually contacted HP support and asked them to escalate the ticket to a higher tier.
I'm capable of performing the upgrade and I'm confident HP utilizes plenty of part commonality between models. HP also posts plenty of part replacement videos on YouTube. My next approach would be to research HP Chromebooks with a better webcam and watch their support videos to identify a possible upgrade visually.
