Do you have a Samsung account? If so on a different device search up on your default browser Samsung Find My Phone when entered you should see the website. Sign in using your Samsung account or your Google account (If linked to your Samsung account) After that you should see your Mobile's name Scroll/swipe down and click on Unlock. And that should work.
I think it is best to go to a repair shop and get it checked and see what is wrong. As it is quite difficult to determine the problem as technically reinstalling Windows should normally work.
Maybe try opening up the phone and try to clean away as much water as you can using isopropyl alcohol. Possibly risky But I dont really know what else as water damaged could be very severe and could not be worth saving as it could be expensive (depending on the damage)
