I have a Kenmore washer model number 110.21652020. we have change the power outlet to make sure it is working. The washer is acting as if it is not getting power

Here's the tech sheet for the washer that may help.
Check if the diagnostic LED light on the control board is flashing or if it is on or is off - see the image on p.2 Diagnostic Led – Main Control (ACU) to find its location on the board.
If it is either ON or OFF (not flashing) then go to Test #1: Main Control (ACU) and follow the steps to check if the power cord and the control board are OK or not.
If the power cord is faulty search online for W11112935 to find suppliers that suit you best.
If the control board is faulty search online for W11413659 (or W11470214 - supersedes previous part number) to find suppliers that suit you best.
Be safety aware when testing the control board as there's exposed potentially lethal AC voltage on the board
